1、企業自我評價：需要符合條件后才能進行申報認定。

2、網上注冊登記：初次申請認定的企業，需要在“國家高新技術企業認定管理工作網”和地方高新技術企業認定管理系統上進行注冊。

3、網上申請：在注冊的管理系統上按照要求填寫上傳《高新技術企業認定申請書》、《高企認定信息表》等相關資料信息。

6、公告公示：認定備案的企業名單，由領導小組辦公室在"高新技術企業認定管理工作網"公示。公示期間有異議的，可以提交書面材料到領導小組辦公室后由認定機構核容實處理。領導小組辦公室可對相關報備的企業進行隨機抽查，對于存在問題的企業也交由認定機構核實，并提出相關的處理建議。
6. Announcement and publicity: the list of enterprises identified and filed shall be publicized by the leading group office on the "high tech enterprise identification management network". If there is any objection during the publicity period, the written materials can be submitted to the leading group office and then verified and handled by the accreditation institution. The leading group office can conduct random inspection on the enterprises reported for filing, and submit the enterprises with problems to the certification authority for verification, and put forward relevant treatment suggestions.
7、下發資質：公示無異議結束后，將在“國家高新技術企業認定管理工作網”上公告認定結果，并由認定機構頒發“高新技術企業證”。
